The pandemic has changed how we all work. As more business takes place from home, the Douglas County Board of Commissioners has updated zoning regulations to expand commercial use of residential properties in unincorporated Douglas County.

After nearly nine months of public input via email, social media, two live town hall meetings, public hearings, workshops and an online survey, the board made the decision at its regular business meeting on Tuesday, Aug. 23. At that meeting, the board voted. Section 23 of the Douglas County Zoning Resolution, to approve a resolution to update the Home Works.

Domestic operations allow limited commercial activities in residential and agricultural areas. In unincorporated Douglas County, there are both Class 1 and Class 2 homework. (The county does not regulate homesteading in municipalities such as Castle Rock Town or Lone Tree.) Class 1 homesteading is permitted in all parts of the county, while Class 2 homesteading is typically limited to rural areas.

The changes affect Class 2 homestead permits, which allow owners of 4.5 acres or more in rural residential, large rural residential and agricultural one-zone districts to operate a business in their residence, an accessory building on the property, or both. Along with broader uses, applicants for Section 2 housing must notify pending landowners and affected homeowners associations.
