Olympia — The Washington State Department of Health has taken disciplinary action or dropped charges against the following health care providers.
The Department’s Health System Quality Assurance Division works with boards, commissions, and advisory committees to develop licensure standards for more than 80 health care professions (eg, dentists, nurses, counselors). Information on disciplinary action against medical doctors and physician assistants can be found at Washington Medical Commission (WMC) website. Questions about WMC disciplinary actions may be sent. media@wmc.wa.gov.
Information about health care providers is available on the agency’s website. Click on “Seek a health care provider’s license“How can I?” In the section of Department of Health website (doh.wa.gov) Web site includes information on health care provider licensure status, expiration and renewal dates, disciplinary actions, and copies of legal documents issued after July 1998. This information is also available by calling 360-236-4700. Consumers who believe a healthcare provider has acted unprofessionally are encouraged to call and report their complaint.
Benton County
In July 2022, the Commission of Pharmacy denied the application for pharmacy technician certification. Briana Ang Gutierrez (VB61079103) In 2020, Gutierrez was charged in Yakima County District Court with driving under the influence, reckless endangerment and resisting arrest. Gutierrez has not returned an agreement that requires conditions on her license.
Clark County
In the year By August 2022, the Certified Counselor and Substance Use Disorder Programs mandated the issuance of a Certified Counselor and Substance Use Disorder Professional License. Jesse Allen James (CL61019010, CP00006269) will be placed on probation for a minimum of 24 months. James may not work as a consultant in private practice for 24 months, must pay a $500 fine, submit to quarterly evaluations and complete a 12-hour course on legal and ethical issues. In the year In 2021, an audit found that James had accurately recorded the time he spent with patients.
In September 2022, the Nursing Commission sued the licensed practical nurse Simon Peter Walusimbi (LP60829583) for unprofessional conduct. In the year In 2022, Walsimbi was convicted of failure to perform driver’s duties (property destruction) in the state of Oregon.
Cowlitz County
In August 2022, the Nursing Commission suspended conditions on the registered nurse credential Thomas Lloyd Jones Jr (RN60222011)
Grays Harbor County
In August 2022, the Nursing Commission suspended conditions on the advanced registered nurse physician and registered nurse credentials. Jennifer A. Klinpel (AP30007086, RN00158720).
Kitsap County
In August 2022, the Nursing Commission sued a registered nurse Beverly Michelle Johnson (RN60657980) for unprofessional conduct. In the year In 2021, Johnson allegedly returned from her lunch break at an alcohol-impaired nursing facility.
King County
In September 2022, the Nursing Commission sued the licensed practical nurse Absolom Ngomi Wangige (LP00058906) for unprofessional conduct. This credential was out of date and Wangige worked as a licensed practical nurse and the commission failed to respond to the statement and documents submitted.
Pierce County
In the year In August 2022, the Secretary of Health issued a respiratory therapist certificate with conditions Anthony Bryant. (LR61280911) Bryant agreed to the conditions, which include participating in a substance abuse rehabilitation program for one to five years. From 2016 to 2018, Bryant was charged with three counts of driving under the influence, one count of driving without an ignition interlock device, and one count of detecting signs on a device.
Spokane County
In the year July 2022 Health Secretary rejects substance use disorder practitioner certification Amanda Louise Carrel (CO61279480) In 2019, Carl pleaded guilty to attempted theft and vehicular theft.
In September 2022, the Nursing Commission sued a registered nurse Brandelyn Lynette Betts (RN60401556) for unprofessional conduct. In the year In 2019, Betts dispensed controlled substances to patients with no record of administration, and in 2020, he was charged with evading and possession of a controlled substance in Idaho.
Thurston County

In the year In August 2022, the Secretary of Health issued a cease and desist order. Chelsea Alice Herrick. Herrick was ordered not to engage in massage practice unless she is properly licensed and to pay a $1,000 fine.
In the year In August 2022, the Secretary of Health issued a cease and desist order. Cheng Liu. Liu was ordered not to engage in massage practice without the appropriate license and to pay a fine of $1,000.
Whatcom County
In the year In August 2022, the Secretary of Health rejected the pharmacy assistant certification application Emily Ann Skondin (VB61253966). From 2015 to 2019, Skundin was charged with theft, driving under the age of 21 and reckless driving. Skundin did not comply with the substance use assessment required with her application.
Out of state
Kansas: In the year In July 2022, the Health Secretary rejected an application for surgical technologist certification. Nicholas James Henry (ST61214753) Between 2009 and 2019, Henry was charged with three counts of driving under the influence. Henry did not comply with the substance use assessment required with his application.
North Carolina: In September 2022, the Nursing Commission sued a registered nurse Kristy Ann Linerud (RN00124887) for unprofessional conduct. In the year In 2020, Leinerud agreed to participate in a drug use control program and in 2021, he did not report to the commission for driving under the influence in 2021.
Note to editors: Health care providers accused of unprofessional conduct have 20 days to respond in writing to the Department of Health. Then the case goes into the settlement process. If a disciplinary agreement cannot be reached, the case will go to trial.
