President Joe Biden plans to sign Democrats’ massive climate, health and tax bills into law Tuesday at the White House, marking a major breakthrough for his domestic agenda less than three months before the midterm elections.

Biden will sign the bill, known as the De-Inflation Act, at an event in the White House dining room, the White House announced.

It might be a bit of a ceremony, with Congress out of session and most members participating in the bill’s exit from town.

Capitalizing on some political momentum, Biden is cutting short his summer recess to sign the measure just days after the House passed it after it passed the Senate by a unanimous vote amid some political drama. He spent most of last week in South Carolina.

A big celebration is being planned for September 6.

The White House also said that in the “coming weeks” Biden will host a cabinet meeting focused on implementing the new law and travel across the United States to promote it.

According to the White House, about 1.4 million Americans on Medicare who spend more than $2,000 a year on prescriptions are covered by that amount. In total, it says about 50 million Americans in Medicare Part D qualify for that cost limit.

The White House said about 3.3 million Americans who use Medicare insulin will benefit from the new $35 monthly price.

The White House estimates that 5-7 million Americans could lose their prescription drug costs if Medicare begins to negotiate costs.

Lower Obamacare premiums will be extended to 13 million Americans insured under that program, the White House said.

And the White House says it will reduce greenhouse gas emissions by one billion metric tons by 2030 thanks to the IRA.
