Miscommunication problems in funding for a new public health institution

BISMARCK, ND (KFYR) – Funding for a new public health building has become a big topic of discussion between the Bismarck City and Burley County Commissions. The two commissions have a joint mandate to manage the facility.

This building is causing headaches for the Burleigh County Commission and the Bismarck City Commission.

The Burley County Commission said they were not involved in the planning process for the new public health facility. However, a large amount of money was being requested, but the City Commission has a different feeling.

“They’ve been told so many times over the last two years about the building, I think there’s been a miscommunication about their financial responsibility,” Bismarck City Commissioner Ann Creary said.

In the budget of 2023, five to 20 percent of the growth of line goods. Burley County rural school health education workshops and home nursing services should be cut or reduced.

“What’s up in the air right now is whether or not this will happen with Bismarck-Burley Public Health,” Burleigh County Commissioner Becky Matthews said.

The city offered the county options, where instead of paying rent, they could pay 20 percent of the total construction cost.

“$2.1 million feels like a big ask up front, it would be cheaper for the county to pay that way,” Cleary said.

Both commissions feel there is a miscommunication regarding the new building. This gives an opportunity to improve in the future.

“Because chopping heads is not going to get better service and is a better use of our tax dollars,” Matthew said.

The new public health building is expected to open in early spring 2023.

There are three county commission seats up for election on November 8th.
