Questions remain after a mental health patient escapes from prison

ST. PETER, Minn. (KEYC) – A mental health patient from St. Peter Regional Medical Center in Mankato went missing on August 25th.

The Mankato Department of Public Safety said 31-year-old Jesse Nicholas Rowland was missing during a surveillance team at River Hills Mall.

He was found the next morning, but questions remain about what happened.

In the year In 2020, Rowland was charged with possession of child pornography.

The criminal indictment in the case revealed that more than 22,000 suspected child sex images were found by police through the devices.

As a result, Rowland is now an inpatient at the medical center.

When he went missing at the mall last month, Mankato police asked for the public’s help in finding him, along with a warning that he was “mentally ill and dangerous.”

Casey News has now reached out to the Minnesota Department of Human Services to ask why a dangerous sex offender is allowed to visit the mall.

In a statement to KEYC, DHS said, in part, “Patients may undergo supervised visits based on their level of independence. This takes into account patients’ medical progress, ability to manage their unique risk factors, and behavioral stability… The staff-to-patient ratio is determined by the patient’s medical team.

“Supervised community visits are an important part of ongoing treatment because they prepare patients for a gradual, safe and successful reintegration into community life,” the statement continued.

The medical center is investigating the incident.

“Once the patient is safely returned, we conduct a thorough internal review of the incident and make appropriate changes to patient treatment plans as well as policies, procedures or staff training,” said Dr. Sonia Hirachan, executive director of forensics. For services to the Minnesota Department of Human Services.

Each DHS outing is carefully planned with public safety as a top priority.
