WHO’s vision is a world in which all people attain the highest attainable standard of health and well-being. Its mission includes promoting health, keeping the world safe and serving the vulnerable, protecting one billion more people from health emergencies.

Under the mandate of the International Health Regulations (2005) (IHR) and resolutions WHA55.16 (2002) and WHA74.7 (2021), WHO is the key leader in responding to acute health security issues, including in situations. The intentional use of biological materials and chemicals to cause harm is suspected or proven. WHO engages with multiple sectors, including security sector partners, through its public health mandate and mandate to prepare for and respond to health security threats from any source.

In this context, the Biosecurity and Health Protection (BSP) section applies to:

  • Strengthen WHO leadership in public health responses to natural, accidental or intentional events;
  • strengthening and improving WHO relations at the global health and security interface;
  • Assessing scientific and technological trends with implications for their health and well-being; And
  • It conducts capacity building at the national, regional and international levels for preparedness and response to acute health security crises.

WHO and its Member States continue to consult and collaborate on identifying needs, gaps and synergies at the international health security interface, and developing common understandings and appropriate strategies, including effective preparedness and response to current and future health security emergencies.
