San Diego – Senate President Pro Tem. Toni G. Atkins (D-San Diego), lawmakers and reproductive rights leaders gathered today in San Diego to celebrate Pro Tem Atkins’ bill, SB 1375, signed into law, as well as more than a dozen additional pieces of legislation from the California Legislative Women’s Caucus. These laws work together to protect reproductive rights in California, promoting and protecting reproductive health for all who need it.
“In the past year, we’ve seen what we’ve always feared in the Supreme Court and statehouses: our reproductive freedoms are not guaranteed. Together, the Legislative Women’s Caucus and our partners at the Future of Abortion Council will make abortion health care in California clear and simple, and we will stand with patients and providers.” Pro Tem Atkins said.. “The legislative package we put in place this session will ensure that everyone in our state who needs reproductive care can get it in a timely and affordable manner. We will not allow Californians, or anyone coming here, to be vulnerable to the needs of a dangerous minority who think that a person’s uterus cannot make medical decisions about their own body. .
Pro Tem Atkins SB 1375, signed into law on September 27, would allow qualified nurse practitioners and certified nurse-midwives to perform abortions without physician supervision within the scope of their clinical and professional education and training. SB 1375 would expand access to and access to abortion services and health care by increasing the number of nurse practitioners and certified nurse-midwives, particularly in marginalized and low-income communities.
The bill Pro Tem Atkins follows AB 154, which became law in 2013 and allows qualified advanced practice providers to provide physician-supervised first-trimester abortions. It also follows AB 890 (2020), which Assemblyman Jim Wood (D-Santa Rosa) wrote to create opportunities for qualified nurse practitioners to provide patient care without doctor supervision.

In addition to signing SB 1375, Governor Newsom signed more than a dozen bills from the Legislative Women’s Caucus Reproductive Justice Policy Priorities Package, each of which honors recommendations made by the California Future of Abortion Council to address barriers to reproductive health care. And they support fair and affordable abortion access in the state. The 2022-23 Government Budget includes more than $200 million in key reproductive rights investments. Earlier this year, Pro Tem Atkins led efforts to draft a constitutional amendment to the California state constitution to expressly protect the right to abortion and contraception. SCA 10 was approved by the Legislature on June 27 and will go before voters as Proposition 1 in November.
