Congress is in its final full week of business before the November election with short hearings but an unfinished to-do list.
Lawmakers are expected to vote on a 12-week budget extension over the weekend to avoid a partial government shutdown starting Oct. 1. The full-year funding plan for fiscal 2023 is still not finalized, and serious negotiations on that plan may not happen until after the election.
The House is scheduled to leave Washington, D.C., until mid-November, but the Senate’s recess is only a week away before lawmakers return to work for a short period of early elections. Senate leaders said they would use floor time during that period to advance annual defense authorization legislation.
That must-pass legislation, which covers the Defense Department’s salary authorization and spending policy issues, has already passed the House and is expected to be completed before the end of December.
